A confidential financial institution is seeking an experienced Deputy BSA Officer to support the Head of Financial Crimes Compliance and serve as the designated alternate BSA Officer.
This is a program-wide leadership role spanning KYC, Transaction Monitoring, Financial Intelligence, Sanctions and Quality Assurance. The Deputy BSA Officer will own the governance and regulatory framework supporting these functions, including the enterprise BSA/AML/OFAC risk assessment, policies and procedures, training, independent testing, examination coordination, regulatory reporting and issue management.
Key Responsibilities

Serve as the designated alternate BSA Officer and assume BSA Officer responsibilities when required

Maintain Board-approved designation and delegation documentation

Represent the BSA program before management committees, the Board, auditors and regulators

Own the BSA/AML/OFAC policy and supporting procedures

Manage annual policy reviews, approvals and version control

Own the enterprise BSA/AML/OFAC risk assessment, including methodology, control effectiveness and residual-risk conclusions

Conduct financial-crimes risk assessments for new products, services, delivery channels and third-party relationships

Oversee CTR reporting, exemptions, recordkeeping and information-sharing requirements

Coordinate FinCEN 314(a) searches and administer the 314(b) program

Provide secondary review of SAR decisioning and filing quality

Own the annual and role-based BSA/AML/OFAC and fraud training program

Coordinate independent BSA testing and regulatory examinations

Track audit, testing and examination findings through remediation and validation

Prepare program reporting for senior management and Board committees

Support the enhancement of monitoring, case-management and GRC technology
Qualifications
-
8–12+ years of BSA/AML and OFAC compliance experience within a U.S. bank or regulated financial institution

Prior experience as a Deputy BSA Officer, BSA Officer or senior BSA program leader

Deep knowledge of the Bank Secrecy Act, USA PATRIOT Act, OFAC requirements and the FFIEC BSA/AML Examination Manual

Demonstrated ownership of an enterprise BSA/AML/OFAC risk assessment

Experience managing BSA policies and procedures through a full Board-approval cycle

Experience coordinating independent testing, federal regulatory examinations and remediation efforts

Strong working knowledge of SAR, CTR, 314(a), 314(b) and BSA recordkeeping requirements

Experience presenting to regulators, auditors, senior management and Board committees

Experience with MSBs, fintechs, payments companies or virtual-asset service providers preferred

nationally chartered bank experience strongly preferred

CAMS or equivalent certification preferred
The ideal candidate is a hands-on BSA program operator with strong judgment, exceptional documentation discipline and the credibility to influence senior stakeholders across multiple functions. This individual must be prepared to assume the BSA Officer designation when needed and confidently represent the program before regulators and the Board.
